Deputy Chief Justice (DCJ) Richard Buteera (Middle)
The Court of Appeal/Constitutional Court on Thursday April 4, 2025 hosted a colorful luncheon in honour of Deputy Chief Justice (DCJ) Richard Buteera as he prepares for retirement after over four decades of service in the Judiciary.
The event, held at the Court's premises in Kampala, also served as a farewell to Justice Muzamiru Kibeedi, recently elevated to the Supreme Court, and Deputy Registrar HW Lillian Bucyana, transferred to the Judicial Training Institute. It doubled as a welcome for eight newly appointed Justices of the Court of Appeal.
Presided over by the Principal Judge, Dr. Flavian Zeija, the luncheon was attended by judicial officers, staff, retired judges, family, friends, and key stakeholders.
Speaking at the event, DCJ Buteera expressed gratitude for the gesture, reflecting on his long judicial career which began in the early 1980s. He celebrated the Judiciary's growth, including the completion of the twin towers housing the Supreme Court and Court of Appeal - a dream he had nurtured since his time as Chief Registrar.
Dr. Zeija hailed Justice Buteera's integrity, professionalism, and exemplary timekeeping, describing his rise from Magistrate Grade One to Deputy Chief Justice as an inspiration to all Judicial Officers.
The Principal Judge also highlighted Justice Buteera's leadership in performance reforms, promotion of Alternative Dispute Resolution (ADR), and efforts to eliminate case backlog.
Permanent Secretary/Secretary to the Judiciary, Dr. Pius Bigirimana, announced that the Judiciary would henceforth hold special sittings to honour outstanding retiring Justices, while also applauding Justice Buteera's role in transforming court operations and infrastructure.
Other speakers, including Justice Christopher Madrama from the Supreme Court, HW Dr. Alex Mushabe Karocho, and family members, praised the DCJ for his mentorship, humility, and unwavering commitment to justice.
The event also welcomed the newly appointed Justices of the Court of Appeal: Hon. Justice Ssekaana Musa, Hon. Lady Justice Cornelia Kakooza Sabiiti, Hon. Lady Justice Stella Alibateese, Hon. Lady Justice Florence Nakachwa, Byaruhanga Hon. Justice Jesse Rugyema, Hon. Justice Musisi John Mike, Hon. Lady Justice Ketrah Kitariisibwa Katunguka, and Hon. Lady Justice Esta Nambayo.
The luncheon concluded with presentation of gifts, cutting of cake, and glowing commendations of Justice Buteera's legacy in Uganda's Judiciary.
